The Manufacturing Technology (ManTech) program was established in United States Code section 2521, title 10. The Office of Naval Research (ONR) manages the Navy ManTech Program and is comprised of seven Centers of Excellence (COE) based on technology area. Advanced Technology International (ATI) is contracted with ONR to manage the Naval Shipbuilding and Advanced Manufacturing (NSAM) COE. Department of Defense Directive 4200.15
The Department of Defense (DoD) ManTech Program was created in 1956 as a congressional mandate that the Secretary of Defense shall establish a Manufacturing Technology Program under section 2521, title 10 of the United States Code.
The directive provides guidance for the Program including the following:
- Aid in the economical and timely acquisition and sustainment of weapon systems and components
- Ensure advanced manufacturing processes, techniques, and equipment are available for reducing DoD materiel acquisition, maintenance, and repair costs
- Advance the maturity of manufacturing processes to bridge the gap between research and development and full-scale production
- Provide for the dissemination of Program results throughout the industrial base
- Meet other national defense needs with investments directed toward areas of greatest need and potential benefit
Office of Naval Research (ONR) Navy ManTech
The Office of Naval Research established Navy ManTech in 2000. Projects are executed through the Navy ManTech Centers of Excellence (COEs). The COEs were established as focal points for the development and transition of new manufacturing processes and equipment in a cooperative environment with industry, academia and the Naval Research Enterprise. The COEs:
- Execute projects and manage project teams
- Serve as a corporate expertise in technological areas
- Collaborate with acquisition program offices and industry to identify and resolve manufacturing issues
- Develop and demonstrate manufacturing technology solutions for identified Navy requirements
- Provide consulting services to naval industrial activities and industry
- Facilitate transfer of developed technologies
The program currently has seven centers engaged in ManTech activities:
- Center for Naval Metalworking (CNM)
- Composites Manufacturing Technology Center (CMTC)
- Electronics Manufacturing Center (EMC)
- Electro-Optics Center (EOC)
- Energetics Manufacturing Technology Center (EMTC)
- Institute for Manufacturing and Sustainment Technologies (iMAST)
- Naval Shipbuilding and Advanced Manufacturing (NSAM) Center
Advanced Technology International (ATI)
ATI is a 501c(3) non-profit that was founded in 1998 and is headquartered in Summerville, SC.
ATI exists to lessen the burden on the Government and accelerate the development of transformative technologies. ATI does this by coordinating and executing our nation’s most innovative research initiatives, providing the Government’s largest supply of non-traditional innovators.
ATI has national collaborations and programs with >4,000 companies including 3200 innovative small and/or non-traditional businesses.
ATI manages several of the Navy ManTech COEs. Our mission is to identify, develop, and facilitate the deployment of potential solution sets and manufacturing technologies, to domestic shipyards, factories, and other industrial facilities to reduce the cost and time to build and repair key naval and defense platforms and systems.
